In the video he used new cells, which if from a legitimate battery seller, are already capacity and IR matched, so no sorting needed for capacity or resistance. He charged them to 4.20v first because the battery using a basic BMS must be top balanced manually before the BMS can do balancing maintenance. If he just assembled the pack with cells at the voltage they are shipped at, when he charged it, one brick might be so high the BMS willl close the port before the charge tapers down in current, so the high brick will subside below balance voltage and never get balanced. For the BMS to do its balancing function, all bricks need to be within about 0.05v, and then during charge, after the charger light turns green, the real balancing begins, and might take a few hours. If you leave the battery idle for months without charging it to 100% and then leaving the charger on for a few hours, it can get so far out of balance that you have to open the battery and manually balance it with a hobby charger.
