RE: The cops taking 1 hour to arrive then 3 hours to arrive and having better things to do thus being late: I used to work at Starbucks and we would have cops in our cafe all the time, like regulars that knew us by name/we knew them by name, that sort of thing. And this topic would come up every once in a while with them, and they always answered it very truthfully. Generally speaking, the police rank things by priority, and unless you describe the person as violent, dangerous and a threat to those nearby (and not as "potential" but as an imminent threat), they don't treat it as a priority and as long as they arrive within a 12-hour timeframe (I think it was 12 hours, that might be off), it was considered acceptable on their part. So what I'm saying is, we would have cops get calls on their walkie-talkies, and unless it was an emergency, they would just stay, sitting in our cafe, for hours until they had something better to do. This might not apply to every situation but in general, yeah, cops arrive late because they know by the time they show up, it'll already have dispersed. You have to make it seem extremely dangerous and important for them to show up immediately, otherwise it isn't a big deal. (Sorry for the long tangent...)

You definitely did the right thing by not filming her, Rachel, especially if she was falling in and out of consciousness and therefore probably had taken something. Maybe an ambulance would have come quicker next time if she was so distressed! It's a disappointing reality that the police aren't able to get to these events more quickly.
