Harper didn't join the Bulls until 94-95, and even with him the Rockets backcourt depth probably would make him less effective than usual. The Bulls would've also had to worry about Cassell and Elie not just Smith and Maxwell. Plus Horry would probably have a pretty big defensive impact guarding Pippen who did a lot of the ball handling, Horry was an off ball offensive player so he was less likely to be fatigued down the stretch compared to Pippen.

Horry was also a great defensive player himself he's 17th in playoff blocks and 13th in steals overall, people are so used to his clutch shooting reputation they forget his defensive ability. The center matchup on the other hand is a big time mismatch the Bulls were usually pretty good at handling power players in the post, entirely different story playing against a skilled post player.
