They gave up the search so who is doing the recovery?

Probably many of the same people since searchers are often volunteers without specific expertise but I imagine now they’ll bring in water recovery experts and maybe divers when it’s safe to do so and if that hasn’t already been done. Anyway the change of mission simply means they no longer expect to find them alive.
