“We should look at security in a broader context. Security is not only about the army. It’s also about diplomacy - how many friends and partners you have. Our history has shown that when you have only one strategic partner, and we put all our security eggs in one basket, then that fails. And we need to change that.”
That’s how Armen Grigoryan, the head of Armenia’s Security Council, describes his administration's efforts to diversify the country’s security relations following the 2020 Nagorno-Karabakh war.
Grigoryan sits down with CivilNet’s Patrick Elliott for a wide-ranging interview to discuss Armenia’s foreign policy trajectory, the state of ongoing normalization efforts with Azerbaijan, and Armenians’ right to return to Artsakh.

How can one start building trust with azer when aliyev says Armenia is western azer? How can you trust np and his gang when when so far their decisions and deeds haven't been worthy of trust?

I see not a Security Chief who 's ready to annihilate enemies (the enemy) using both Army and diplomacy, but instead a tired disoriented guy, who is hardly aware of the matter and carries no responsibility.

I confess it was rather painful to sit through this interview and listen to his broken English as he tried to finagle his points across. My overall impression is that if this man represents both tone and substance of the Armenian government policy abroad, it’s no wonder strong and capable leaders like the Azeri mafia don, and the tsar of Russia don’t take us seriously. The Americans probably think we’re chumps too. He lacks gravitas, presence or even a comprehensive strategic vision; His strategy seems to be a woven pastiche of disconnected ideas derived from many strategic defeats with little evidence of any success. This government, like its predecessors, has been in power for years now with virtually no real accomplishments and a string of colossal defeats. Decades of wasted time. In the US we have an expression that’s apt, ‘shit or get off the can’. Armenia’s fatal flaw seems to be its inability to produce capable visionary leaders and diplomats. The one in power currently seems to be heavy on virtue signaling, and gaslighting but with very little achievements. Now I understand that the technocrats around him are a mirror image. And we’re now seeing that the emerging alternative is an obscure Christian cleric? Seriously? Never been less proud or more despondent to be Armenian than after listening to this groveling mealy mouthed bureaucrat.

Relax with the rhetoric. He most likely speaks more languages than you do and English is most likely his 3rd or maybe even 4th language. As far as his message, he danced around the issue of our POW’s which is bizarre. He could have said the truth which is, “Azeries are using them as a bargaining chip right now and will continue to refuse releasing them until a final packaged peace agreement is signed.” This is the truth but diplomats will never speak in hard facts. Diplomacy 101 is dancing around questions so you dont chicken coup yourself to an answer. I understand your frustrations with Pashinyan but the GDP went from a pathetic 12.5 billion in 2017 to 25 billion in 2024 and thats with Covid + War. He is diversifying Armenia’s security so Russia doesnt treat us like $2 prostitutes anymore (thank you Robertik/Sergik). What he needs is a peace agreement package that includes Artsakhies returning home and our boys being released. Not sure if either is possible right now but its his job to figure it out. Let’s give him a chance to do it.

@@annonymous_hendik thanks for engaging. Please excuse my rhetorical style as I excuse your non-sequiturs. First off, Armenian officials need to be well versed in the international language of diplomacy (ie English) to better communicate our positions, especially in dire situations as we are in now. I don’t think that’s an unreasonable expectation. In any case most Armenians and diplomats are multilingual so stating that case does not impress anyone. Second, here are some facts: Armenia’s 2023 GDP amounts to 51% exports to Russia, 30% imports from Russia. Not to mention total energy and security dependence. This PM has already been in power for 6 years. He’s only recently started plans to seriously diversify the economy despite repeated warnings from experts in past years. I read articles to that effect years ago as several governments were warning him about an impending defeat without serious reforms. Even the Americans warned his government which later came out in leaked U.S. cables. His relationship with Russia was at best testy from day one. Even after 2 wars he barely prepared the economy or military and only AFTER he handed Artsakh over did the wheels start moving earnestly. So exactly how many more years do you reckon he should have and fail? By your logic he should have decades more to drive the country into the ground as the previous ones did. They can’t even articulate a clear vision. All we hear is constant gaslighting and virtue signaling about democracy, peace and rule of law. Case in point, do you seriously think the Azeris, Turks and Russians fear Armenia’s democratization because somehow that opens up political channels of support from abroad?

Economy is growing due to relocation of Russians and reexports to Russia. Branches of economy increased are civil construction and service industry. No strict plans for army reforms, just sporadic purchases of some weapons here and there. Armenia is slipping down by all indicators of democracy as per all international institutions. Lemkin institute is warning that Armenia is slipping into dictatorship. Police brutality increased, number of people arrested increased. Government officials offers money to villagers to convince them to vote for the ruling party. This man doesn’t deserve to be in power another day!

They helped but they doubled Armenia’s economy? Are you even listening to yourself? 2. Slipping into dictatorship? Send a link showing Lemkin ever said this. I am waiting. 3. Buying sporadic weapons here and there? France and India have provided more than your Ruskies have in the last 15 years. Tell your Ruskies to pay back the $300 million they stole for weapons Armenia paid for but never received.
