That cover is a snubber for bumping into the body. There would be a rubber cushion bolted to the body. 96 is the last year for that wheel bolt pattern on ford trucks.

@wittysgarage That rearend looks like the one from my 73 LTD. It is a 3 link with a panhard bar.
