On Halloween weekend last year in Seoul, South Korea, more than 100,000 people descended on the city's Itaewon neighbourhood - a popular nightlife district.
They funnelled into a narrow, steep passage from three directions, until it became so tightly packed people could not move.
Nearly 160 young people died in the resulting crush.
A year on, no one has been held responsible.

I was there (itaewon) at the time, and as Halloween approached gradually, I felt really strange, difficult, and sad when I thought about it. I was just lucky, that's all. I watched this video and quietly left a prayer. Thank you, BBC. 🙏🏻

I'm scared of big crowds but I don't see it as a phobia because these situations can be really dangerous. The scale of this tragedy is really horrible.

My heart goes out to the victims and their families. I am the same generation as them. I was the same age when some of their classmates drowned in the Sewol Ferry Tragedy, it’s too much for one generation to constantly endure. Korean youth need to be taken care of, or else the country absolutely has no future if it keeps ignoring its future generations.

There were i think 11 Emergency calls made hours before the crush and authorities failed to respond💔 The south korean government needs to do better and not let the itaewon tragedy and the sewol ferry tragedy repeat. My heart goes out to all the victims, survivors, their loved ones and the survivors who commited suicide💔 RIP to the victims lost to the itaewon treagedy and sewol ferry tragedy God be with all their faimilies,friends and loved ones🤍 and Praying that the survivors know its not their fault and that they all get justice and closure. Hope someone is held responsible.

I'm not even Korean. But when last year the crowd crush in Itaewon was reported and the visuals that were coming was very disturbing and heartbreaking. 😢

Yeah when CNN was reporting it I was gettin ready for a church event it was very heartbreaking 💔 seeing it as it went on live. I cant even fathom how much of a tragedy this truly was.

This is why I come back here. There are so many tragedies. But this one can't leave my head, cause it could have been so easily prevented and it was so awful. This alleyway is extremly small, you can't even imagine when it is empty how there could have been so many people, yet so many died there. I just can't get over it and I am feeling with those who want justice. It is unbelievable that this is possible without justice...

If you look at videos describing what happened the police officers that tried to help were thought to just be partygoers so people walked passed them and kept funnelling in ,the actual ground it was slanted therefore making it more likely if various people would fall they would fall onto each other- to about 13 feet tall when you look down the alley way it doesn't seem that bad from the nearer ends of the sides is had various loud music blaring which didn't even stop when multiple ambulances were brought down the area and continued while people not just medical staff but civilians giving life saving cpr which is really exhausting. But also especially in party areas like itaewon its not uncommon for very large groups of people not just people drinking or anything like that but going other places too. There are many other factors as to why this happened but i do think the negligence of the police responders were part of the reason of this tragedy.

​@@julesoxanaSome people believe in spirits and ghost and stuff and some believe they come back to visit us living on halloween. Hence the day of hallows being created and such other holidays around that time. Not sure if it's "dark humour" that those died on that night, so it now literally is a day for them to visit their living loved ones. 😢 💔 Some of these comments was actually informative I have bad anxiety and this unlocked another new fear with crowds but this is just a dark comment. Which adds layers to the anxiety.

The South isn't responsible for the North and visa versa and have different laws and views to each other. And I've heard enough about this war and nothing to prevent it. I've only just heard of this last night. Clearly not enough attention bought to it and to avoid things like this in future. This keeps happening at places with events now. It's making people not want to go anywhere anymore. Since you want to do something about the wars you can but let others focus on what they need to do for themselves also. I have read a story about a young beautiful Korean girl who had a dream to become a fashion designer, but she was one of the victims in this tragedy. She was so talented and her dad missed her too much when he told the reporter about her story. She passed away at the age of 20 because of this disaster in Itaewon, South Korea. That was a sad story and I felt shocked because of her death and other victims. I hope tragedies like this will never happen again.

Один парень в том году показывал видео, как он гулял в том районе в тот день,за несколько минут до трагедии, и когда они со своей девушкой завернули в этот переулок и увидели много народа, то не задумываясь развернулись и пошли дальше по улице. А уже потом возвращаясь назад они увидели машины спецслужб,и они были в ужасе. Почему же остальные люди с таким упорством шли и шли в этот переулок, хотя там уже было понятно, что опасно?

Вы видели насколько близко там выход из метро от переулка. Там говорят такое количество народа было, что народ из метро «шел» в переулок уже не по своей воле. Там развернуться уже было невозможно. Я была на том месте после трагедии. Все действительно очень и очень близко находится.

Why people celebrate halloween is not at all the point. Don’t passively attack the dead and their families. People have to be able to celebrate whatever they want and governments and authorities must be able to and willing to protect their citizens from any harm since that is their foremost job and purpose. No one needs a government that is ultimately impotent. Guard your people or take responsibility or dissolve yourself. You have failed to do what you were built for in the first place.

​​​​@@mageedaysPeople were pushed. It is like a wave. The whole town was packed. They couldn't see one meter before them. Plus the alley ends to a subwaystation. So if you just walk out the subway to get home, you already get pushed in. Sorry but your comment shows how you don't really care to inform yourself but rather blame the victims. This alley was not just crowded. There were a thousand people in that alley, 160 died. And when you see it empty, you couldn't even imagine how 100 people could fit in there. Lastly it is a slope. People fell, which led to people not being able to stand up... they couldn't get out of the alley cause they were already lying on the floor... you wouldn't be able to do anything if you were there. So why hold government accountable? Cause when you know, there is a big festive in your city, you make security measurements. They had a meeting before Halloween, but didn't care to spread out policemen or build up sanitary tents. They didn't care to make space on the streets. Then when the day came, they had more than a dozen calls and reportings hours before the first person died. People called police for help but no one came. Just when the first person died, they sent in about a hand full of officers. A friggin hand full of officers!! Those officers now live with trauma as they were clearly unable to rescue the young innocent people alone. Just an hour after people died, the first policecar arrived and they made space on the street and dragged out the people. So please understand.

it was said that at the beginning some owners believed that the people running in were just drunk. Business leaders came forward and said that they opened their doors and helped give cpr when they finally understood what was happening.

This seems like such a stupid choice to make hands down I see a few people in a small short cut then I'm out and finding another way around but from the obituaries they don't seem like stupid people. So HOW did they end up in what seems like a stupid situation? It doesn't make sense how so many got crush and died because they chose to make a stupid shortcut? It's Literally such a common thing to do to take a short cut that people have commom sense to avoid this. So HOW did they not have any? I'm sure they knew and did have common and was smart enough which is why it's leaving people outside like "Okay but HOW and could this happen to me and if so how can I avoid it". Don't know about you but my city, Lincoln, England, also has small spaces just like this and has now cancelled Christmas markets in future to avoid situations just like this.. It's scary. Some people are ignorant and would have kept forcing them to stay in there and pushing more in.

Aww! She was beautiful and young. 🙈😔 A pain that hard to endure and wont forget. The S.K gov needs to step up. Even the President needs to apologize, he moved out of the Blue house (their version of white house) and used many of the policeman for it.

Every single one of them was young. So young that even popular livestreamers were among them who were holding cameras. So young that we now know that the government doesn't care abouz the youth. They only see them as money making dumb dancers. This is why the government and the police didn't care what was going on that night. The police came to the rescue after hundreds have died. The police chief doesn't care about "drunk teens". It is a societal problem in Korea. This is one of the reasons why it is so important to give justice. Cause Korea still has to show respect to their youth.

So...did something cause this and prevent them from like...moving out of the mf way? Or were people just...packed and too stupid to back up? Was the whole crowd boxed in from the street and couldn't move out due to some blockade, or were people just stupid and piling up on each other in an alley? This makes no sense to me

Its called a crowd crush. From the videos and witness accounts I have watched people were pouring into this alley way from 4 different directions, using it as a short cut to get to other streets. It became so packed with people trying to come in from all sides and or leave that nobody could physically move. The people in the back didn't know what was going on in the front and kept coming, not knowing that there were those who had fallen in the front and were being trampled and crushed to death! I can't imagine to fear and pain that these people suffered who were in this crowd and didn't survive😥

@@julesoxana exactly, its one tragedy aside from the other, and its even more stupid to ideologize and blame another country for the other's wrongdoing when there was never an involvement of a second party let alone infiltration of another country like Israel. Plus Israel and Korea have good relations with each other, so that person's summary is ilogical. Israel is fighting their own battle atm. Korea is still figuring out what were the underlying causes of this tragedy that could've been prevented if taken with the right measures and protocol in the first place.

There were i think 11 Emergency calls made hours before the crush and authorities failed to respond, if they're not there to assist the public, what are they there for then? The south korean government needs to do better and not let the itaewon tragedy and the sewol ferry tragedy repeat. My heart goes out to all the victims, survivors, their loved ones and the survivors who commited suicide💔 RIP to the victims lost to the itaewon treagedy and sewol ferry tragedy God be with all their faimilies,friends and loved ones🤍 and Praying that the survivors know its not their fault and that they all get justice and closure. Hope someone is held responsible.

Halloween is not a holiday that you celebrate, but it's a day to honer the death. Ultimately, you are the only person to be responsible of your own life. No one force to you go there to celebrate, and that kid who took his own life, again, he is responsible for his own life.

Well who was responsible? I understand the parents can’t accept the consequences but I don’t like them blaming the government or anyone else. Government officials have their families too. Some wish to get some money from the government any time when incidents happen too and I don’t get that either.

Excuse me? The local police and administration did next to nothing to help alleviate or even stop the situation from happening even when they received repeated warning across the area before the major crush happened; They are not the victims here.

what does have anything to do with official having family? police and gov could expect easily there will be a huge crowd in itaewon after covid, but they didn’t prepare enough. its obviously their faults in some part of accidents. do you really think victim’s families want some money instead of their families’s life? do you think that suffering from losing their family member and going through lawsuit with government worth the compensation? i don’t think so. in uk, usa or other normally functioned countries, victim’s families filing a lawsuit against government is not treated bad or greedy. 윤정부 지지하는 한국인인가 본데 진짜 그렇게 살지 마세요. 영어까지 써가면서 유가족 비난하는데 당신 같은 사람들 덕분에 이 세상이 살기 힘들어지는거예요. 그러지마세요.

Any event anywhere in the developed world needs to be risk assessed and measures put in place to maintain public safety. To not undertake a risk assessment, or for the risk assessment to be inadequate, and then for a tragedy such as this to occur, is manslaughter by negligence.
