Watch the one at the top of the screen, while it is scratching its head to get the oil through its fur, the bottom foot keeps twitching like a dog's does, when it gets scratched in the right spot!

When sea otters are babies their mothers wrap them in kelp - so the babies don't float away when mom goes hunting for food. Perhaps being covered in something reminds them of this time? And maybe it makes them feel safe & comforted?
