Depending on the location, some do call it an emergency brake. When I was young, it was referred to as the emergency brake. Then it became the parking brake. Those were always via a foot pedal. Then, the "hand brake" came into existence. All vehicles that I ever had did have the foot pedal brake, on the very left. Our Honda CRV is like that now. I forget the one vehicle that we had where the "emergency" brake was via a handle (hand).

That said, they are useless as emergency brakes and 99% of drivers don't use a parking brake because we just put it in park or leave it in gear if a manual trans. Add to that a recent comment from someone not from America complained that it is supposed to be called a "hand brake". All well and good if you don't consider how many billions of cars have it on the floor which American cars specifically have been doing since like the 1950's in most cases. Granted plenty of American cars have a hand brake in the center and plenty of imports have it on the floor. Hard to reach a consensus with so much ambiguity involved.

We call them "parking brakes" but for some reason also "E" brakes which stands for "emergency". Granted they don't do much in an emergency. Ask me how I know.... We don't usually call them hand brakes because for like 60 years American cars had them on the floor as an additional far left pedal. Heck even imports. My 2012 Hyundai has the parking brake on the floor but my 1995 Pontiac Trans Am has it in the center console as a "hand brake". So there seems to be no steadfast rule. Add to that being auto transmission cars already have a parking mode that prevents it from rolling we rarely if ever use the parking brake. Even when I had a manual trans car I was in the habit of leaving it in gear so unless working on it or some other obscure reason never really used it. However when the brakes went out on my 1989 Chevy Astro van I slammed it in park and jammed on the parking brake. ...And now my insurance rates have doubled because I smashed into another vehicle at an intersection. In short, when the normal brakes went out neither park position on the transmission or the floor mounted parking brake did jack shite regardless of what we call it.

Add to that... as defined here in America and I quote if you google it.. "A parking brake, also called an emergency brake or e-brake, is a mechanical hand lever or foot-operated brake that is a backup braking system. It is located either between the front two seats or to the left of your gas and brake pedal." Seems Google agrees with me granted we don't need or use them for parking here AND they are completely useless in an emergency. Heck, maybe us Americans only use them for drifting but the media doesn't notice? LOL.

One last thing to note. I live in south Florida. No hills here. Not that I ever used the parking brake when I lived in hilly areas I can easily imagine that 95% of drivers here have never used their parking/ebrake. And that at least 1/2 of them don't even work if they tried. Seized up from lack of use.
