What's the maximum. Fine for quietly sticking the middle finger up. Can one get pulled over giving the finger to a police officer? No, that is not an illegal act. However if he was driving. If you tend to make rude hand gestures (yes, that includes sticking your middle finger up) while driving you could be prosecuted for "disorderly conduct".

In the UK, while it’s not a criminal offense to make rude gestures like flipping off, it could potentially be considered a breach of the peace or public order if it’s done in a way that might cause harassment, alarm, or distress to others. The Royal Guards are on duty to protect the Royal residences and are highly trained soldiers. It’s important to remember that they are performing their duties and should be treated with respect. If someone were to flip off the Royal Guards, it’s unlikely they would be arrested solely for that gesture. However, if the action escalates or is part of a larger disturbance, it could lead to intervention by the police. It’s always best to behave respectfully and courteously, especially around individuals who are serving their country.

Unfortunately the only thing that he could have being charged with would most likely be , Conduct likely to cause a breach of the peace, or something equally inadequate, for which he would probably at the worst receive a minor fine, which he could plead for a reduced fine, because he is most likely on benefits and will probably end up not paying due to zero income and there won’t be any room for him in the cells.

You must be happy to welcome this human being to your country. This hard-working, law-abiding and very skilled specialist is probably a psychologist and was just doing a field study to see how stress-resistant the hors guard is. This piece of gold must be seen as an opportunity for the non-existent English culture and an absolute enrichment. The police should stop oppressing him as he is most likely already traumatized from fleeing through several safe countries.

Being disrespectful towards His Majesty's Guards should result in a minimum prison sentence of 12 months. That will act as a deterrent to most. For those with no reason to be in the UK, deportation usually follows 12 month custodial sentences. That should encourage those coming here to be respectful of their new homes and to integrate fully into British society.
