People don't agree in their minds, but they don't say anything when they feel like they're thinking differently. So what happens? People think that only those who object are opponents. If you don't say anything, it's assumed that you don't have any objections. This kind of phenomenon in social psychology is called pluralistic ignorance or Abilene Paradox.
