I drove in central London for 30 years, the congestion charge made a difference for about 3 days, then everything went back to normal. Congestion in London is caused by brain dead officials closing roads in Central London and cutting road space in half to create cycle lanes. 30 years diving into central London every day, Yes, I do know what I'm talking about.

Let the separate authorities try against the wishes of the citizens in those areas, how many ULEZ cameras would remain in operation? From what I'm seeing you will not have a single one operating come the schemes starting up. It would make more sense if TfL cleaned up the atmosphere in the Underground as that is the most polluted air in London, you can enter the Underground in a white shirt and leave the Underground in a grey shirt because the Underground is just that dirty.

Investigate what is happening to the cars that are supposed to be scrapped. I believe many will go to third world countries where they will not be MOT'd or regularly maintained causing more pollution than if they had remained in use in UK.
