They deal with people who are at their mercy, most applicants just want things to go smoothly, they don't want any trouble, they are usually in a position where a denial of a claim could see them in severe financial trouble, in some cases even homelessness . . . . . this is going to breed a culture of deference from their 'customers', with no one wanting to rock the boat . . . I imagine if the JobCentre asked everyone over 45 to go and stand in a corner, they'd do so, without much thought, ask the same thing in Argos and you'll get told to f*** off, but then again Argos aren't going to determine whether you have somewhere to live next month. . . it's in this sort of culture, with a compliant clientele, where people who might be predisposed to being a bit of a tyrant get to exercise some of their impusles.
