That is only about mass moment of inertia.. Actually moment of inertia is nothing but only the combination of some physical quantities... Which is replaced by moment of inertia... For example... There are some types of moi.. Like mass MOI, Volume MoI, Area MoI, Line moment of inertia... And one more term is moment abiut this.. There are lot of confusion.. Simply we can say that moment is nothing but.. It is the vector product of any physical quantity and the distance... Like moment of force=(r*F)= torque . moment of liner momentum =(r*p)=angular momentum

even if it doesn't exceed the moment of inertia body can rotate. see like F=ma so F/m=a . Here m is the resisting term, I mean if the mass keeps on increasing, under same force, the change in mody's motion or acceleration(linear) keeps reducing so mass is the factor that comes between F and acceleration because if the mass increases, acceleration produced decreases. f proportional to A . F=ka a=f/k and this term k represents or quantifies that quality of body which when increased, reduces acceleration. Doesn't mean body won't move if F is less than mass. Similarly everybody has a tendency to resist angular acceleration. A torque is what determines the change in the body's angular motion. If net torque is there, angular acceleration is there. Torque is directly proportional to angular acceleration. Torque= Kalpha. alpha=torque/k . now as K increases, the alpha will decrease under the same torque. So if same turning effect is put on the body, there is another value that determines relation between alpha and torque like mass determined relation between force and acceleration. This is moment of inertia. It is like rotational mass. If 2 bodies are given equal torque about a point, does NOT mean their angular acceleration will be the same. MOI plays a role here. The greater the moment of inertia, the lesser angular acceleration will be produced under the same turning affect that is why we say MOI is rotational resistance as when MOI increases, angular acceleration/rotational acceleration decreases. And it is seen that this resistence depends on mass of particle and the distance^2 of the particle from the axis.
