Yeah, before the Meiji Period, they didn't shame any sex act like the West did. Sexual pleasure was seen as good. Laws were more concerned with social stability than particular sex acts. e.g. adultery was illegal because of the conflict it created within the household rather than because sleeping with someone other than your spouse was inherently bad.
