I think the answer is no, however i never tried it before, eitherway you can get the Simplex programmer for free .. Simplex-fire.com

no im running it on server 2019, and my laptop that uses windows 11

you only going to have issues with first few versions of ES, but to fix it right click on the icon run as administrator, then properties and run as windows 7
