The Singapore government will be progressively raising the nation’s goods and services tax, or GST, by 1% in 2023 and another 1% the following year, to reach 9%. This move comes as the nation faces rising inflation. Host Steven Chia finds out who bears the brunt of a GST hike, whether government support measures for the lower-income will be enough, and when inflationary pressures will taper off.

With inflation at an all time high and many items experiencing a price hike in 2022,, the amount collected from the current 7% gst will also increase. Any model or calculation done to ascertain that the increase in revenue from such price hike is not enough? The price hike of 2022 was before the announcement of gst hike, in anticipation. Historically, price will go up again on the first day of the new rate. We can expect a further price hike in 2023 AND 2024. The staggered plan is poorly thought out without factoring in what would happen on the ground. Go to the local coffeeshop where a cup of ice coffee increases from 1.20 to 1.50, that's MORE than 20% increase. How much would this cup cost in 2023? 2024? Coffee shop operators will never pass up an opportunity to increase the price in the face of GST increase. Looks like the government lost touch with the ground.

Agree! please go check the ground. major suppliers juz announced price increase of loads of food stuffs and necessity daily products. average price increase this round is abt 10%! some products up by 15%! Some supplier adjust their price more than once a year. Eg, go check the price for panadol comparing their prices for the past few years to see the difference. People's daily breakfast - milo, coffee, etc. Our situation NOW is much more complex ... this is quite scary. based on the current GST rate on the price increase is already an additional burden for the people= with the price increase, means the govt will collect more GST even without the GST hike. Under such mkt sentiments, we should be more tactful, isn't it? 4 REPLY

Now almost all the food bought from coffee shop and hawker stalls has raised price by 50cts 🤦‍♀️ GST increase has not started but food prices increased.

I wish they didn't just interview proponents of the GST hike and interviewed more researchers who oppose GST. But that's what you get when the government controls the media.

The government is just simply finding the easiest way out to implement universal GST basing on Lam Kok Sang aurgement that differentiated GST is too complex or difficult. I have lived in Australia for the past 12 years and the differentiated GST does work and not difficult. Things that are GST-free in Australia include: most basic food some education courses, course materials and related excursions or field trips some medical, health and care services some menstrual products some medical aids and appliances some medicines some childcare services some religious services and charitable activities supplies of accommodation and meals to residents of retirement villages by certain operators cars for disabled people to use, when certain requirements are met water, sewerage and drainage international transport and related matters precious metals sales through duty-free shops grants of land by government farmland international mail exports sales of businesses as going concerns some telecommunications supplies eligible emissions units. I am all for even higher GST (10 to12%) if it is properly differentiated. eg you should tax 12% GST for a Lamborghini and not tax a cent for a bus ride. If a government and its super scaled public servants that demanded the highest remunerations in the world can't solve this simple problem, maybe they should start to think of matching their pays to that of Australia policitians.

The actual calculation after 2%gst hike vs the price increase on the ground is huge disparity! A large number of hawkers even at coffeeshop up their food prices by $0.50 already. Some hawkers at Geylang Seria, even blantantly increase extra portion of plain noodles by $1.00. I am afraid the research obtained by CNA does not reflect ground situations at large and is misleading too!

My salary is 3200 , and some amount goes to my house and cpf 😂😂, with an increase in gst it's going to be tight because my wife is going to take care of our daughter ,imagine those with lower wage ? How to survive ?

Depends on your industry. Tech industry salary has increased 50% since last year. Very uneven across different industries

If singapore as a whole can't increase the base salary across all industry, and items necessary for survival are increasing literally over the years, how to survive ? What is the percentage of singaporeans actually have the means to save up money for rainy days ? Sure the government is giving out "care packages" over the next 5 years, but how much could those last if everything else is increasing and the income is not scaling to meet the cost.

If Singapore Government just gets rid of all those unnecessary ministers and governmental servants, they can make up at least a good portion of that revenue they "need". When GST was first introduced, it was to be a inflationary fighting instrument. But over the years, all we see is it going up, never coming down.

The government increased GST of 1% is the root cause of everything increases by at least 10%. Retailers, shops etc take full advantage of the increase in price for a 1% GST. Food is among the worse of all. Thanks to the govt for everything. The best part is the govt do not monitor why everything has increased drastically.

This is where the Price Limit Enforcement need to step in OR smtg like that. GST in SG is lower compared to other countries despite being in the forefront in many aspects. Not to mention lower income tax rate. The GST money collected should IDEALLY be channeled back to the community notably enjoyed by those with medium to lower purchasing power. This cycle is promising but on paper.

The people have no way of knowing or control on what the government does with the tax collection. Transparency isn't in the PAP's manifesto. In February 2022 we were just told that the govt will be using $900 million of tax dollars to fund the sinking Singapore Press Holdings which everyone knows is the mouthpiece for the ruling party. So who really benefits from that move? Not the ordinary people for sure because only 1 in 5 Singaporeans still buy local newspapers, and the reason is nobody trust news from SPH anymore leading to a fall in readership and advertising revenue. But our govt still needs to keep SPH afloat so as to brandish their propaganda to the public. So do you really believe GST increase is for the ordinary people? Instead of raising taxes the govt needs to trim the fat and wastage that has plagued every single ministry and stat board starting with the humongous minster salaries which is really basic housekeeping. If our govt does not curb their wasteful spending then even 10% GST will not be enough.

Honest question: what if you live in a large family with low income in a four room flat? Is the offset means tested just by flat size or household income per head? - that is, is one person earning a middle/high income living in a one room flat going to get a larger offset than a family of four living in a four room flat but who has just one earning family member?

The 2 year time frame from 2022-2024 tells me that the government is heavily relying on the fact that current poly students which without diploma would earn about $10/hr from a job will intern to a higher paying job. While Uni students which currently have a poly diploma/A-Levels accolade will be able to earn even more when they finish their studies. In the grand scheme of things, the govrnment is hoping that by 2024, the majority of teenagers would have went through the education system and is in a job that provides a decent living to support the student's whole family to overcome the 9 percent GST increase that would later on come fully into impact by 2024.

Gst raise 1% next year... That stall choose to raise more than 10% this April and I bet next year he will raise again. If people stop buying then he will claim its covid law cause him no business. If other stall can sell $3 he last year raise $1 this year raise another $0.50 liao. Greedy

Sweden has high salaries in general (compared to Singapore) and strong unions that ensure there is a decent minimum wage (Singapore's worker's union is powerless) despite high GST. Sweden also has ALOT more benefits for citizens such as free medical and free university etc... Sweden doesn't have indirect taxes like Singapore. That's the difference between a capitalist and socialist country.

@@kenyoung6666 indeed. Scandinavian country has high value added taxes but its citizens get LOTS of benefits too such as healthcare, education and childcare. Over here, we want to move toward higher value added taxes yet its people have to bear lots of cost for healthcare, education and childcare. That's y locals here are worried for their old age. New policies also mean they need to work 8 to 12 hours when they are old. Sad

I hope Edward either source for cheaper suppliers or be truthful to himself the real cost. If he thinks he can keep increasing the price and customers will keep coming..he will be in for a rude shock. Majority of those patrons of hawker centres are of the lower income households and certainly.cannot afford to spend $5 per plate of roast pork rice for a family of 4-5 pax per meal.

@@DupDo 10:16 in 2018 $4.80/kg pork belly in 2022 $6.50/kg... Chicken $7.40/kg vs $11.40/kg. This part i think he actually want to say per chicken not per kg because i got do marketing so i know the price is per big chicken not per kg. That chicken look above 3kg. Fresh farm online and wet market whole big chicken only $7.40 as of 1/3/2022. Cucumber use to be $0.45/kg and now $3.60/kg. Xiao Bai Cai use to be $1.30/kg but now $3.70/kg. He already raise his price in 2021 liao. Does these meat and vegetables price only raise in 2021 thus he no choice need to raise another $0.50? If so then why more than few hundred roast meat seller can still profit by Selling at $3 to $3.50 but he cannot ah? Because he more stupid to get from more expensive suppliers? How much vegetables he use in a plate of rice huh? A few kg ah? FYI my grandmother still own a stall in hwaker and i just help out during cny which is less than a month ago. I know the latest market rate.

@@DupDo hello u got watch the video or not???????? 9:48 he already admit he just raise his price from $3 to $4 in 2021 last year. The stall price never raise is because his previous owner which is his father refused to raise the price. This new boss is greedy. He already said no matter gst hike or not he will increase his price this year apirl. And if next year need he will also raise his price. Are u think seller so try so hard to defend yourself? If u are just another seller then touch your heart and discuss if we really need to raise another $0.50 this year and another raise next year when gst raise.

@@DupDo I have no issue with raising cost of living but this particular seller is Greedy. He just raised his price by $1 less than a year ago. Now he insist on raising another $0.50. I didn't just help my grandmother for 1 days thus I made my comment. How u even know my parents or myself doesn't own any business or even big company so all I can comment is base on 1 day experience? How u even know I didn't have European or USA boyfriend or husband and even live in more expensive countries like London and New York? If this stall owner is not someone greedy then why will people complain about him?

For years always read online about wage stagnation and the increases in cost of living, Did wage growth keep up? can CNA do an investigation? I hate the argument against VAT... difficult to implement... how is that an argument...WTF. Difficult is not an argument to dont do and it implies that it is possible but not worth it, so present us the data, how much more will it cost, what are the effects of VAT on the lower and middle income strata in other countries, why is it not worth it, dont treat us like idiots who won't understand, or is it too lazy to figure it out or got other motives. Also you can have a very narrow range of what is considered essential to be free of GST like rice, veg, water bills for HDB these three will do. then just offset rent and public transport with other schemes like what we have been doing so far based on income tax is good enough. Covers shelter, food, water and transport which will help all singaporeans and especially the lower income people immediately. Low income covered by schemes, higher income can cover themselves, how about those middle income with less schemes to help and are struggling.
