If the switch is on and there is no/insufficient power from the panels. Does the immersion heater draw mains power? Per KWH electricity to heat water costs about 300% of gas cost.

No Ciaran, the Solar iBoost+ is a proportional controller so will only divert the excess electricity which would have been exported, to the element. If you have little to no excess, the Solar iBoost+ will not power the element. There is a manual boost function if you want to heat the element using full mains power.
