It's actually funny that Cap was on drugs in a comic once. He accidentally came in contact with Meth (they called it Ice in the comic, but that's a real nickname for meth), and it bonded with the Super Soldier Serum in his blood and wouldn't wear off. They eventually had to give him a full on blood transfusion, and he lost his powers for a few issues. They made a whole character arc out if it. They gave him some new serum eventually, though.

Tbh it genuinely makes me wonder how Solid JJ's version of Cap got his powers when instead of the serum he has been taking coke all this time. I've got a theory, Back then during the WW2 the govt operation *did* happen, Cap *did* get his powers from the serum, but after he was thawed out after decades, some drug dealers took advantage of Cap's unfamiliarity with the modern world to make him think that the drugs are actually some kind of new form of the super soldier serum and that he needs to get doses every once in a while, so this whole time he has been doing drugs when the drugs aren't even needed for his powers. And if you think Cap being *this* gullible is a stretch, that's the best I got, I think we can let this pass cuz it's a parody we are talking about
