Milton was evil too, after the bank heist any time you encounter him he found joy in trying to kill the gang. Given he was just tryna do his job, say Jack died in the crossfire, Milton would not have had sympathy.

I personally like Dutch more as a villain. They gave Micah ALL and I mean ALL the traits to make you hate somebody so he's not hard to create (still amazing) But Dutch is complicated. Its up to the players to decide who they think Dutch really is. He was likeable and his downfall hurt to watch
