genocide city sounds like a shadow the hedgehog level

the reason why tails can get so many points by hitting an enemy after sonic is dead is because of the fact that, when sonic dies, every entity is frozen in place, except for sonic and the camera. What happens is the game registers that tails has hit an enemy, and awards points, but, since the enemy is frozen, and therefore cannot die, and tails is always on top the enemy, it awards the points on every frame.
