Therefore, Victor locked William far away from Marcus and in a prison forever. Victor hid the key inside himself.

Worth noting that only "older and more powerful" Lycans have the ability to change form at will - Lucian does it in this movie but he's been alive for two hundred years at this point. Most of the Lycans in this movie only transform with the full moon, trapping them in relatively vulnerable human form the rest of the time.

The same reason why Arnold Schwarzenegger didn't do Terminator Salvation. That and him being Governor. But the same for Scott Speedman. He would only do it if it's a real role. Same for Kate Beckinsale. She said she would only come back if it's a good story and not some cash grab. Although Blood Wars was a bit of a cash grab.
