This is not a metro project! The trains are not metro trains they are suburban passenger rail vehicles... its a massive waste of money to pretend its a metro when it is clearly and evidently not a metro in any way!

I think they're playing more on the fact that the aim is to serve the whole metropolitan area with a variety of transport modes, rather than establish a metro train service, which they're not really claiming to do anywhere anyway.
