China is moving ahead and making great progress with its space program to explore outer space. China decided to build its own space station to conduct scientific experiment as the US refuse to allows China to participate in space exploration and the US even passed law like the Wolf Amendment in 2011 to banned China from engaging in direct, bilateral cooperation regarding space exploration and scientific experiments. The Chinese Space Station is fully open to international researchers, and guides for the open solicitation of research proposals will be regularly issued under bilateral cooperation agreements. China’s rock samples is of great scientific value in areas including space weathering, volcanism, the regional geological background and evolution of the moon. The long-term and systematic research on lunar samples including its structure, physical properties, chemical composition, isotopic composition, characteristics of the minerals and the geological evolution will deepen our understanding of the origin and evolution of the moon. China said that there would be three main uses of the samples: science, public outreach and sharing samples with other countries and scientists around the world. China is ready to share the lunar samples including relevant data with all like-minded institutions from other countries. China space program also includes: Chang'e-6 mission is to collect sampling soil and return from the lunar far side. Chang'e-7 is scheduled for launch around 2026 to conduct environmental and resource surveys at the lunar south pole. Chang'e-8 is planned for launch around 2028 to conduct in-situ resource utilization experiments on the moon. By 2035, the basic version will be completed, centered around the lunar south pole, with comprehensive scientific facilities equipped with basic functions and elements, conducting regular scientific experiments and a certain scale of resource development and utilization. By 2045, the expanded version will be completed, with the lunar orbit station as the hub, featuring fully equipped and substantially scaled facilities, stable operations, while conducting comprehensive scientific research on the moon and in-depth resource development and utilization, and conducting technical verification and scientific experiments related to a manned mission to Mars. The ILRS consists of lunar surface, lunar orbit, and ground segments, comprising infrastructure such as energy and power systems, command and information systems, and lunar transportation systems, with functions including energy supply, central control, communication and navigation, lunar-earth transportation, and lunar surface research, enabling long-term and sustained scientific exploration, resource development, and technology verification across multiple disciplines and objectives. The ILRS, initiated by China and Russia, is being jointly developed and constructed by multiple countries, with long-term autonomous operation on the lunar surface and in lunar orbit, with short-term human participation, as an expandable, maintainable comprehensive scientific experimental facility. China also has begun planning the construction of the world's first Mars sample laboratory and is also deepening the feasibility study of the Tianwen-4 mission, aiming for the exploration of Jupiter and its moons, followed by the arrival at Uranus. China plans to launch a new type of propulsion spacecraft, reaching the boundary of the solar system at 80-100 astronomical units (AU), conducting scientific exploration in the distant, dark, and cold unknown regions, aiming to establish new milestones in humanity's understanding of the universe. China has signed agreement with the United Nations Office for Outer Space Affairs (UNOOSA) and the China Manned Space Agency (CMSA) have agreed to work together to develop the space capabilities of United Nations Member States on China's future space station. Under the agreements, UNOOSA and CMSA will work together to enable United Nations Member States, particularly developing countries, to conduct space experiments on-board China's space station, as well as to provide flight opportunities for astronauts and payload engineers. Both parties will also promote international cooperation in human space flight and other space activities, increased awareness of the benefits of human space technology and its applications, and capacity-building activities in space technology. CMSA will provide funding support to UNOOSA in this regard. This opportunity to further build the space capacity of developing countries and increase understanding of the benefits space can bring to humankind, including for the achievement of the Sustainable Development Goals with these initiatives. In accordance with the Outer Space Treaty, outer space resources are the common asset of humanity and China will act upon the relevant treaties. China space program and research is fully open to international researchers, and guides for the open solicitation of research proposals will be regularly issued under bilateral cooperation agreements.

Congress should show clear transparency and means what it about cooperating in space with the world and not pick and choose what it would share countries should sit round the table and threshold out the basic rules on space activities no single country large or small should lay down the rules space belongs to the world and it should be explored and developed for the benefit of all mankind and not for any one country

There is no space race between the United States and China. A race means both are trying to do the same thing and who gets there first. But currently the two countries are running different space programs. To use a sport analogy, there is no race between a runner and a swimmer. Secondly, there is no possibility of negotiation between the two as long as NASA is legally forbidden from contacting China. The Almertis Accord is a bunch of nonsense. Accord with everyone except the one country that matters. That does you a lot of good. Which country signed that accord? Nepal? Bhutan? Sikkim? San Marino? Belize?
