He was not on either side. 50,000 volunteers fought on the German side against the USSR and the only condition was that they could not fight on any other war front than against communism. So you are officially wrong. And although it is evident that Franco sympathized, relatively, with Germany, the truth is that he remained neutral selling various raw materials to Germany, as well as to the USA and the UK. He couldn't do anything else either.
