I don't understand how it can be considered in this hypothetical fight cuz it was heavily story driven , the existential crisis generated from his struggle to live a fulfilling life as Peter as he prioritised spiderman on a daily basis , it wasn't him feeling stressed because he fought a strong opponent or something , so he can't just lose powers against a hypothetical opponent after he already got through it once , he didn't even lose them in story after that . If one said they're gonna take Tobey from the very specific point when he lost the powers , then it'd make sense although that's bringing a heavy effect of plot into this . But anyway that's not even the case here , it shows Tobey stopping the train where he was already through it and he's not gonna lose powers after that one time , as neither any opponent nor even personal struggles in story did that after the one time .

Tobey also took pumpkin bomb which is calced to city block level , while what Andrew got electrocuted in tasm 2 at best was in the end which calcs to wall level . Tobey shrugged off a train hit like nothing in extended cut of SM-2 which is small building level , got back up from giant sandman's punches which are multi city block - town level for generating quakes strong enough not to just shake the whole vicinity with the skyscrapers but break Venom's webs that were way above the fight .You can say Andrew's durability is significantly stronger than shown in tasm 2 cuz he took nwh electro's hits and electrocution while he's stated stronger than before due to being powered by Tony Stark's arc reactor , but then Tobey did too and was arguably the one least affected by the electrocution as Andrew was screaming and he was talking to Doc ock telling him to stop .

And don't even talk about symbiote suit , is stated to cause minor quakes throughout the subway system while he beat up sandman which is again approaching multi city block levels in AP and dura both since his own limbs didn't break doing that .
