That shrub is called Chinese fringe flower, aka loropetalum. There are different varieties to choose from.

@@smallgarden5682 Two years ago in Texas we had a polar express freeze for several days. My fringe bushes were hard hit and I thought there were goners, but to my surprise, they came back. But they looked awful and I had to cut back some of it.

Hi.My was same way.I did cut them down hard and gave fertilizer.It took them a while to grow back but they did come back.This winter wasn’t as cold so they just lost there leaves,I didn’t have to cut them down.And now they look so gorgeously with there new leaves and blooms too.
