They didn't vote at the very beginning because they didn't know what the game was and didn't know what they were actually getting into. The contract didn't specify that "eliminated" means to get killed off so the participants just thought that they were playing a harmless game until the first shots were fired and obviously they can't vote while they're already playing a game. In Korea, guns are highly restricted. No one can have a gun except for the cop, army, or licensed personnel. So every Korean knew that the present wasn't a real gun. For same reason, you can assume that the recruiter is related to some illegal business because he was seriously freaked out.

The worst part about all this is that it would literally be possible for 456 people to go missing and not raise the police suspicions. according to statistics 40 000 people go missing each year in my country alone (France) 1 in 4 is never found again, so raising this number from 10 000 to 10256 for the games each year would be a drop of water in the ocean. Not to mention the fact that these people are in debt, with loansharks on their back, so some of their family members could believe in good faith that the "players" willingly tried to disappear to avoid paying their debts and never look for them, that or think they got killed by those they were owning money to. Last point legally speaking since the bodies of the ones who lost are disposed and no evidence can be found after their murder nobody can be link to the crime. worst case scenario the one behind the games could pay off or kill off those who become too curious and realize what's going on or have people working for them (military, police, politicians ) on the outside to cover their tracks.

I'm really liking this show so far but, just going by the first episode, I don't see how it can be considered horror any more than The Hunger Games could be. And again, good show so far, and fun reactions, but it has absolutely nothing to do with Halloween, which is a festival for remembering the dead, evolved from a pagan Gaelic festival for honouring the spirits and the otherworld. Ghosts and faeryfolk and pagan witches are relevant to Halloween. Koreans getting massacred in a tournament, not so much.
