+Srinivas Paluri i think that when u are using nand gate then that is invalid case. but if u use the same case using nor gate, then that state is a memory state

it means that there wont be any change from the previous output if S=0 and R=0...kapish???

and S=1 and R=1 will be the memory state in NAND gate presentation....if u have doubt u may draw the truth table of NAND gate and follow the steps that were done for the NOR representation
