A malfunctioning Commander Data (Brent Spiner) disobeys orders.
FILM DESCRIPTION:
Star Trek: Insurrection manages to recall the original 1960s series' spirit of liberalism, while transcending it for sheer boldness, embracing issues that are on the political cutting edge in the 1990s and beyond. The fact that the first 30 minutes are presented as a mystery only makes the material more engrossing. While assisting a survey team of Federation allies observing the populace of a distant planet, Lt. Commander Data (Brent Spiner) seemingly goes berserk and attacks the survey team, exposing their existence to the populace and jeopardizing the mission. Captain Picard (Patrick Stewart) brings the Enterprise into orbit to try and apprehend Data and find out what happened . He discovers that the mission isn't one of observation, but the involuntary relocation of a small, peaceful population, undertaken by the Federation and its rogue planet allies the Son'a, supposedly to secure the planet's youth-restoring qualities. As it turns out, there's a much darker side to the plans of the Son'a, and a personal side to the carnage planned by the Son'a leader Ru'afo (F. Murray Abraham). Picard and his officers, suitably outraged by this violation of the Prime Directive -- that no Federation mission may interfere with the natural evolution of an alien culture -- take matters into their own hands in an attempt to expose the plot to public scrutiny, risking their lives in the process.

Very true! When Data got shot it caused his systems to go into a self-preservation mode.He's Ethical Program kicked in and started to override his higher functions.The program did what it was designed to do,act as a fail safe.So the only thing Data could do was base his decisions solely on what his Ethical Program told him was right or wrong.Since he was being attacked,his program told him to defend himself.

Yes, very true in which what we would think true functioning Artificial Intelligence itself would bridge to allow what we classify as Artificial Intelligence Machine Leading to then allow DATA or B4 to utilize Machine (self/automated) Programming to assemble such architectural data flow matrices to present the matrices flow in priority of such a scenario as you suggested.

More importantly, his ethical and moral routines taking over and caused him to conclude that the right thing to do was completely blow the mission's cover. Because it turned out he discovered the cloaked ship that was to be used to abduct the village in order to steal the planet from them. Trying to silence him after he discovered it was why he was shot in the first place.

@@annelively6932 Becuase the people sent to catch him are still alive. We saw several times on the show that Data has immense strength. One time, he took a beam made out of the stuff used to make starship hulls and bent it like it was paper. Had his ethical subroutine not been online, all of the people trying to tackle him would be in pieces.

1:35 Data's glare reminds me of the original Terminator parking garage chase scene, it looks like he's in an invisible police cruiser here about to pull up a 12 gauge pump action shotgun and start shooting at that kid through the "window" lol

She is most likely the officer in charge of the mission or operation. Even though Data out ranks her she can give him orders due to her being assigned as mission commander. Data was most likely assigned as support or as a speclist, so he will take orders from her.

Data is mostly likely assigned there as a specialist. She seems to be the officer in charge of the operation. If so decisions or personal involving that detail or operation will be under her command so yes she can give him orders

Not how it works. Authority is given to the lead of a project/team, regardless of rank. She can give him orders regarding anything related to the project she's in charge of.

Not always the case. In many military operations a officer will be given command of a certain detail or operation, and may have officers of a higher rank involved. Though they may out rake the other, the officer granted command of the operation is in charge.

Because she is a commanding officer and data might be lt. Commander, but he was on the enterprise an operating officer (also on the Enterprise Geordi, Crusher, Troi and Data also are Lt. Commanders). There are a commanding line i mean... but im not really sure.

@Anthony Johnson ​ thiacanadian Rank in the military (ie, Navy that Star Trek is all about) is not strict one. There are different command structures depending the positions. Example, a medical doctor typically becomes at least a captain after basic training (depending countries) and quickly get ranking of Colonel (Army lieutenant colonel is same as Navy Commander). And even if the medical doctor is ranked only as an Captain or Colonel, they can order Generals or anyone else above them around when it is a medical reason toward the officers or anyone serving under those officers. Example in the Army I witnessed a very funny moment one day. Few companies captains were denying a sick people from going to a health center because soldiers were severely fatigued from a week long physical exercises that were against official health guidelines, and they wanted to punish soldiers to perform better. So when the medical doctor in charge heard about this (ranked as an Captain), he commanded every officer from the brigades to physical exercise for whole day. The whole day the captain had every Sargent and up to Colonels, running, doing pushups, crawling, marching etc. It was actually funny as the Captain commanded every soldier and non-commissioned officer to bed rest for that day while he was giving a taste of the officers "own medicine" for health reasons. You can guess it, the brigade officers did learn after that day that they should not deny anyone from seeing a doctor for any reason, as it was the doctors job to define who is sick an who is not. (one of the reasons for the medical captain behavior was that in three companies there was at least six soldiers with fractured bones in their feets after 4 days continued marching, each day 40 kilometers in combat load. And human body can take only so much until stress fractures start to happen). The same thing is in Star Trek, a ship doctor has command over captain or any other ranking officers when it comes to health. Only other more critical situations can overrule them. And the chief medical doctor has the command to relief any higher ranking officers from duty if they can't perform their duties based medical reasons. The same thing goes for other parts. Any lower ranking soldier needs to salute any other higher ranking one. But they don't need to follow their orders unless it is their commanding officer, nor can they give orders to soldiers that are not under their command. That is how the lateral command structure goes, that if Company Alpha Leutnant gives command to Company Beta Sargent, the Sargent doesn't need to follow the command. But the Leutnant can contact the Company Beta Leutnant that can then command the Sargent to do what the Alpha Leutnant commands in specific task. And that leads often to situations where some soldiers are following non-commanding officers commands because it just saves them from the trouble with their own commanding officers. Or it is simply the fear toward higher ranking officer regardless their branch, company etc. It as well requires a lot about knowing who is the officer and what is their status in the military. As example a base Leutnant can have a authority over Company Captain, if all the companies are under the command of the Leutnant. Like if Leutnant is responsible for the Brigade loundry, then every company captain needs to follow the commands regarding the new commands of the brigade laundry plans. If a general gives a command to a Sargent to lead a five captains to exercise, then all those captains needs to follow the command of the sargent. And in the Navy, commanding personnel in extravehicular operations has command over any higher ranking officer, as that command is received from the higher ranking officers commanding others to follow that ones command. It is similar thing to the status of the messenger, that is operating under command of the higher ranking officer. That is same way how the Military Police operates, where their commanding officer can be responsible to all base security tasks, and they can command a normal soldier to perform something for captains or colonels in given base. And that is all what the Star Trek is using here, a Leutnant that is a commanding officer of the field base, has command over any other officer as the Lieutenant is responsible for all base operations and so on has command. The trouble would come if there would be happening something outside of his jurisdiction as there can be a conflict of command, and then typically higher ranking officers are the ones who will solve the dispute who follows what.

Can someone explain to me why the Federation has cloaking suits despite their treaty with the Romulans where they agreed not to develop cloaking technology? I know, a suit is different from a ship, but still, that seems odd.

My explaination would be that they already had the technology for suits but hadn't developed the cloaking technology for spaceships which runs off the spaceship's power core which is more advanced I reckon.

One thing I never understood about this scene, that is how does the woman ordering data to stand down have the authority to do so as she is a Lieutenant and he a Lt. Cmdr., it is He whom outranks her, not the other way around

I never realized that.I watched a video call Arik's Dream..i don't know if you've seen that one? If not i suggest you watch it,but do so on large player. You'll find almost toward the end of the video his blue prints on an android made in his own image.Until that video i wasn't sure if Arik was related to Noonian,but that video proved it to me.As well as the video of an episode of ENTERPRISE.

Indeed! I have been trying to get the DVD of this,but can only find it on Blue Ray(bugger).Correct me if i'm wrong,but didn't Arik Soong give up on genetic's in favor of Cybernetics? If so then you could say that the idea of creating an artificial life form began with him. The woman who orders Data to stand down is in the wrong as well. Data out ranks her which is probley why he ignored her order to stand down.His Ethical Program would have told him too.

So according to the treaty with Romulans, the Federation can't use cloaking technology, but stealth suits are fine.

The stealth suits are probably easily detectable with modern devices like tricorders. That's how the base personnel could see him.

It might be a holographic system. And it is used for scientific observation. In "Who watches the watcher" from TNG Season 3, there is a similar system on the research station on Mintaka. Just without these suits. And Picard and his Crew were fine with it. So I would assume that the treaty with the romulans forbid using cloak technology only for military and espionage operations

im sure the suits act much in the same way as federation holograms. notice how when Data destroys the duckbill holo emitters, all the officers wearing the stealth suits became visible

Oh yes indeed Arik did gave up on genetics for cybernetics and it did began with him even though he never could finish the work. But it did continued on through Noonian Soong. Noonian's name sounds similar to Khan's middle name and its ironic that Arik tried to perfect the Augments. Its coincidence that Noonian's name was similar to Khan's middle name.

William King, your view on Star Trek First Contact was probably to weak. You just have no idea what kind of excuses your making. Whenever I see some people who playing trolling game on KZfaq. It makes people irrated. You know, you never strongly watched Star Trek First Contact. All I hear was lying from your mouth. Willy do yourself a favor, why don't you just watch the movie briefly and then you can come back to comment.

if you compare the special effects of them to the movies of the time, even avengers, they are way better. this was not the greatest stng, but compared to most of the new trek stuff and new tv and sci fi, it is pretty good. i remember not loving it when i was a kid but i went back and watched it, and it was decent. ex machina is a good modern one, blade runner, honeyland. my brother said annhilation was good. but there are so many bad movies in general nowadays
