The beep at the beginning is not part of the song, it's the start of a jingle for Cidade/Transamerica, that was cut off for some reason.

According to the info on Discogs, G.A.M.E. albums were produced by a person named L. Da Silva: by his/her surname I guess he/she could be portuguese or brazilian. Also the lyrics were written by a portuguese or brazilian guy named Lino Pedrosa. Maybe it's a clue, since the unknown song was played on a brazilian radio, and G.A.M.E. albums were produced around the same years the track was aired on Radio Cidade. Could'nt find any of G.A.M.E.'s songs anywhere to compare sounds, but on Discogs their albums are listed as electronic/synth-pop, which is the same style as the unknown song.
