You need a majority currently all 50 Democratic Senators to agree since there's an even split in the Senate. If there's a 50/50 split then the VP gets a tie breaking vote, which would mean Vice President Harris would be the 51st vote necessary to break the tie. But if Joe Leech Manchin (our apparently unelected President) decides he doesn't want to go through with it (for whatever reason certainly not because of bribes by the Republicans) he can side with them and make the final vote count 49 - 50, in that case then VP Harris doesn't get a vote and the bill dies
