We all can agree Man City have the best team in the world. They arguably the best coach in Pep. They have possibly breached FFP according to the charges (which are yet to be proved). Arsenal have been building from have Mustafi and Luiz as our main defenders. I think City are still better in terms of experience but Arsenal now have players that are better than City or equal. Rice was a major signing. Arsenal are getting closer and the fact they are top at this stage shows progress even if City win it (which everyone expects them to do).
