Toby's repressed feelings over seeing Pam go from Roy for three years with no fruition to a happy life with Jim, his years of verbal abuse from Michael; and his own failure from his divorce (mirroring that of his own parents) led Toby to become the Scranton Strangler. He should've just stayed a clergyman, it's pretty tragic when you think about it.

Toby went into the prison to tell the Scranton Strangler that he believes he was innocent and also proceeds to tell him that HE (Toby) was the real Scranton Strangler which is why the man in prison choked Toby so hard. Tried to kill him even cuz Toby is the reason the innocent man is locked in prison. Cuz he was framed by Toby but Toby couldn’t live with the guilt forever.

So, he tryied to get an halibi, and he was very anxious (jumped the fences). Second, the cougar car during the pursuit was stolen, previously seen on a steamtown mall. That's why that wasn't Toby's car. When he was being pursued, he got close to Dundler, probably to try to dump the car and get away - oh yeah, I'm here working and definitely not scaping the police. Its possible that he, or someone else who knew him called his phone during the chase. Third, maybe he wasn't a juror on the case. Think about it: he went to the see the judgment, but this doesn't mean he really was a juror. If he was, he had to notify the human resources (i.e., himself); Michael would never check that out, also that was a free pass to a Toby-free day. He also manipulated his power as head of hr to create a letter advising against office displays of affection after seeing Pam kissing Jim's cheek, so it wouldn't be the first time he did something like that. Forth, Creed Bratton then demonstrates how he would protect himself if the strangler came for him (strangles him back) - exactly what happened to Toby when he visited the convicted suspect. Fifth, the more jim and pan are together, more violent the strangler becomes. The birth of their kid was a day to remember. Sixth, he could get agressive out of the blue. For example, when Michael calls him the sillent killer, or when he cries out if anyone has a camera to take a picture with pam when leaving to costa rica.

I've been to Scranton. Been to Coopers. Scranton is really missing out on The Office fans. Somebody needs to build a replica of the building and do tours, maybe even The Office themed parties. Just my opinion.

I’m sorry I just can’t believe he is the Scranton strangler. Do you know the odds of him being selected on the jury of the case that supposedly was supposed to be him? Scranton isn’t a giant city but it’s no where near that small. Honestly if that detail wasn’t there and he was just interested in the case it would be more believable. And you’d think someone would notice that’s Toby’s car if it was his, especially since he wasn’t in the office that day.
