Update: at idle it's 10.63 volts which isn't enough to open the valve but at 2,000 rpm the computer sends 12 volts to it so that's not the problem. Turns out it was indeed my gas cap. It had a small crack on the seal where I couldn't see it and it eventually broke the rubber seal. New gas cap fixed the issue. I have a 2016 legacy that threw a p0454 code, small evap leak. I checked the gas cap and it appears good. I then checked the purge solenoid and when I removed the hose going to the gas tank I don't feel a vacuum coming from the valve so I think I found the issue. I removed the solenoid and put 12 volts on it and it functions properly. So then I tested the connector for the solenoid and it has 10.63 volts with the engine running. What could the problem be? Can you point me in the right direction please.

Do you know where the electrical connection goes from the the valve? I was going to replace this valve however the wiring bundle from the valve wasn't broke. ?
