So reason first place joey betray us in muse, not because think highland better chance cause he get luca trust to kill him in back.. So joey recruit leon not cause for luca but for joey himself to make strategy eliminate luca, look converstation in greenhill when seed and culgan deffend jowy ,they said " i know he plan, luca make destroy highland, seed and culgan confess loyality to joey".. So joey plan kill luca make him king, win war better in highland cause joey think when all mayor debate in conference in muse, joey think city-state never be unite.. But joey never be luca side, he plan make luca trust him even he help agares killed, but luca fool enough doesnt think joey can stab him back When luca kill by us in duel, joey and leon spy in back and leon said to joey "this all you wanted right".. @@Randomark3087 they're actually clones of Hikusaak, the highest priest of harmonia who is considered as their commander, also a true rune bearer, who tried to collect as many true runes. Due to the inability of one body bearing more than 1 true rune, he created his clones as vessels for the runes. It's unknown if there are more other than luc and sasarai

High Priest Hikusaak, the Leader of Harmonia has in his possession the Circle Rune, which is one of the 27 True Runes. Circle Rune supposedly has powers of authority, order, balance & stagnation and is considered to be extremely powerful. Hikusaak wanted to collect other true runes and used various schemes to obtain them, the greatest example is the destruction of the Rune Gate Village by Harmonia to obtain the powerful Gate Rune. Hikusaak is considered to be one of the most powerful creatures in Suikoden world, but hasnt been seen for many years. Quite possibly Hikusaak & Harmonia were planned at one point to be the penultimate bad guy, but who knows? Certainly the allusions that Harmonia is manipulating events exist in many Suikoden games. Windy (head magician of the Scarlet Moon Empire, Suikoden took control of one half of the Gate Rune and its dimension summoning powers, while the other half with its teleporting & time manipulation powers is in possession of Leknaat (various Suikoden games). Because it is supposedly impossible for a creature to have more than one True Rune and his possession (but there are hints of , Hikusaak devised some elaborate plans to have as many True Runes as possible in control of Harmonia. 0) as mentioned before, he is in control of the Circle Rune. 1) also mentioned, caused the Rune Gate Village incident 2) Had possession of the True Fire Rune in Crystal Valley, but was stolen by the Flame Champion (events decades before Suikoden 3) 3) showed interest in Falena's Sun Rune, via Harmonia's Howling Guild members (Suikoden 5) 4) Had possession of the True Lightning Rune, but vanished under Geddoe (Suikoden 3) 5) Harmonia gifting the Beast Rune to Highland & the Blight Family (although its a lie, the Beast Rune refused to be contained within Harmonia -True Runes are somewhat sentient- and Harmonia presented it as a gift). 6) Luc, High Priest of Harmonia is in possession of the True Wind Rune. Later he turns rogue in Suikoden 3. 7) Sasarai, High Priest of Harmonia is in possession of the True Earth Rune. 8) Nash Latkje, Harmonia spy, Harmonia Howling Guild member (same as Clive of Suikoden 1 and 2) & fan favourite (playable in Suikoden 3 as the fans asked for him, has Suikoden 1 and 2 minor appearances, protagonist in Genso Suikoden 1 & Genso Suikoden 2 spin-offs). Most likely the husband of Sierra Mikain, the vampire bearer of the Moon True Rune (strongly hinted in Genso Suikoden 2). Nash is some sort of anti-hero, has fought corruption Howling Guild and probably only follows Hikusaak's plans on the surface. 9) Has possible some sort of plan in the True Runes of the Kingdom of Zelant, but who knows.. (Suikoden 4 epilogue) The connection of Luc & Sasarai is that they are some sort of clones of Hikusaak, used as living containers to house the True Runes. This is revealed in Suikoden 3. Luc & Sasarai at various times envied for the position of High General of Harmonia. Part of their rivalry is that their True Runes influence them. The influence of Runes is shown in Suikoden 3 and Suikoden 4 (especially Suikoden 4, the Rune of Punishment is responsible for much of the tragedy of the Island Nations). Something happened in the One Temple (huge library in Harmonia) 10 years before the Gate Rune Wars (Suikoden 1) and Luc left Harmonia and joined Leknaat as an apprentice, further distancing himself from Sasarai.

Highlander are not the bad guy anyway, the bad guy in this game is blight family, riou&jowy destroy blight family with their own way. so it doesn't matter if leon in riou's or jowy's side
