Super Bump is a lightweight one-click solution for adding shadow casting parallax occlusion to your Eevee materials.
It takes bump maps to the next level and reinforces normal maps to bring your materials to life by introducing true depth with no need for the thousands of vertices associated with displacement.
Super Bump is only for Eevee and is intended as a substitute for material displacement which, for now, is only available when using Cycles.

In your screenshot, when you add it (via material tab) it says SCPOL! However, when buying and installing the addon, it just says "add super bump" here and it doesn't seem like you can just add it to your existing mesh / textures, but you have to choose a plane, cylinder or sphere.. ? The video is a big confusing in that regards ._. can you elaborate how to really use that addon?

Yes, SCPOL was the development title for this addon. I see you have found the setup guide video, it will help answer your other questions.

A shame Blender has no native POM support. I am guessing this add-on works with Principle BSDF V2... but does it work with Eevee Next?

All it needs is an alpha channel, so it'll work, but if you're using Eevee Next, you would probably use material displacement instead.

No, Super Bump is for Eevee as a replacement for Cycles's material displacement. If you're working exclusively with Cycles, you should just use material displacement.
