Because The Pokémon Company apparently doesn't want the pokémon amiibo to be used anywhere outside of Smash and Pokémon games, and when they were asked to let the amiibo to be used in Super Mario Maker, they probably said: 'K. Butt no soundz cuz we not want dem much useful.' Now, when THEY wanted to promote the 20th anniversary, they insisted to include sounds and everything.

Y'know, Charmander would actually be ok if it were plunged into the waters of the Mushroom Kingdom. Especially since fire can somehow exist underwater.

Yeah, actually, that's right! I totally forgot! The water in the Mushroom Kingdom must be molecularly modified to allow the existence of fire while underwater! Charmander might be a bit worried, but he doesn't know the water's fire-allowing properties.
