Sparebender is still the best at a high level. ARs are good but they can't peak shoot and you don't get the extra mobility from them like you do spare.

Considering you have no idea what peek shooting is because you didn't even mention it; you're not at the level where sparebender is still better. Or even HC/sniper. Hardlight also does chip damage, not chunk damage. It's insanely easy to fight and avoid damage. Even one shot from a HC will leave somebody very hurt if they disengage. The same isn't true for Hard Light. You also won't get the hidden mobility bonus for faster skill cooldown if you use hardlight. Try hardlighting a 9 second dodge cooldown top tree nightstalker with spare bender; you won't.
