Anyone from Europe who speaks English as a 2nd language are quite accepted by American and Canadian. Their accent are accetable. But English with Asian accents are not acceptable. This is what I have observed.

it's not about the accent of the Hong Kong people but the wrong pronunciation of words. Most locals there can't even say some of the common words correctly especially those with "th, r, or words ended with "g, t, d or k. For example you can't tell whether they are trying to say friend or fan, fence or fans, rice or wise, rain or ring, tire or tie, bag or back, sheep or ship, dog or dock, cute or kill, club or cup, shoot or suit, wrong or wong, bad or bed, point or pond, kiss or kids, fat or fact, access or assess etc. Seriously the English natives wouldn't understand you if you're at overseas. The locals in HK understand each other is because they all pronounce the words wrong so when the majority speak the same way then it became acceptable which is quite hilarious. I know all these is because I onced made the same mistakes when growing up in HK and I basically have to learn every single word again after moving to overseas. Feel free to respond to my comment.
Hong Kong accent is so strong and loud when Hong Kong people speak English. It sounds not pretty at all. Listen to these two speakers when converse in normal Cantonese, very cynical; that is part of the language culture. That is the main reason when they speak English it consists of rudeness and harsh, not pretty at all.

You could attribute the use of substitute to racism, but I often think using this excuse is lame. More likely it is due to a larger difference in pronunciation. Asian languages are more different than western/ European languages in terms of tone, flow and the absence/ stress of certain sounds. A good example would be the use of R and L sound in Chinese/ Japanese. This makes it more difficult for Asians to learn western languages, and vice Versa.

uh, it's obvious why people don't like to listen to hk ppl speak english. It's because cantonese doesn't require words to be smooth. When hk ppl get used to that, they can't pronounce english words properly, and the accent makes their english sound terrible. Not to mention that most hk ppl have really bad grammer.

If "It's because cantonese doesn't require words to be smooth" (quote from your comment) is your observation, it's a pity that you are judging HK citizens without knowing the fact and the language, Cantonese, itself. This is true that some people do not pronounce English well, just the same case that people don't speak Cantonese well. It doesn't make the point that Cantonese speaking native cannot pronounce English well.
