My guess with the tracks and railroad car, is that it’s to go with the Takara TopHat which comes with Frank/Eddie the railroad barge.

I just realized where that flatcar actually appears in Tugs. In that one scene in Regatta after the Tug parade there's a single flatcar on a piece of track that's seen only for a single scene

TVS filed for bankruptcy. This was their main source for money. They also couldn’t get a US investor on board to get TUGS to the US.
