Well I found out that if you play with Baranors skin, you hear his voice sometimes. Not if he shames or talks but if you do a doge roll for example

Has anyone noticed how Talion runs? I took a few hours to complete the Eltariel campaign and when I came back I was like... 'What the hell is he doing with his arms?'

When he used to be silent as a wraith and then made the change for him to have quotes. Remember when he used to growl or groan while dominating orcs? people didn't liked that, myself included

He still doesn't talk in online, you need to lose a fort to get these quips.

The Eltariel skin kinda ruins the immersion since that skin doesn't have its own voiceline, would be definitely better if it does tho
