This Red Bramman indeed appeared to be quite the cunning piRrrrrrate king until his end. Also, interesting lore on both the early first empire and early Men/Mer-Argonian relations.

Race was never specified. Could have been a kothringi human from black marsh in the original sources. But even then, the change to argonian makes sense
