The earth exhibits a weak magnetic field at a given point on the earth's surface. This field has a horizontal component (parallel to the earth) and a vertical component (perpendicular to the earth).
The instrument used in this experiment is a tangent galvanometer, to measure the horizontal component of the field, that consists of circular coils of wire oriented in a vertical plane. A magnetic field that is parallel to the earth's surface is thus produced.
