If Indian resident purchaser buys agriculture land ( 20 km from municipality boundary) from a NRI then if purchaser need deduct TDS or NO. If seller need nill TDS certificate from IT to avoid TDS deduction or just give proof that this is agriculture land

Sir, I have a non-agricultural land of 9 decimal.Buyer want to pay me hardly 5 lakh rupees for that land.For financial crisis, I have to sell it. But stamp value of that plot is 20 lakhs. So I have to pay 4 lakh Capital gain tax,which is almost my total sale value. What shall I do now?

please let me know population on what date should be considered to decide whether the agricultural land is rural or urban ? As per my knowledge in the year 2011 census was taken . afterword's census was not taken. Now if one sells agricultural land whether we should consider 20111 census figures to ascertain whether the land is rural agricultural land or urban agriculture land .Please clarify.

Can you please comment on my query - How much time do we have to declare the sale of agriculture land on the ITR? Does it have be in the same fiscal year or do we get 2 years time?

It is to be reported in the year in which transfer took place.
