There's really nothing Tarkin can give him that Hemlock would need. Indeed, given Tarkin's history of backstabbing, all Hemlock would be doing would open himself up to sabotage by the Governor.

@@dmi6101 Actually, Tarkin was offering to just plop down his army and keep Hemlock's research secure. Which is what would've worked. Tarkin was a bit cruel to his men, but his tactics against the BB worked to the point where Tech died. If he was in charge in Mount Tantiss, Hemlock's research would've been safe, and the BB might not have gotten out there in one piece. Tarkin knows not to offend his friend the Emperor, and if he willingly sabotaged Project Necromancer, the Emperor would send Vader to collect his head.

@@HolyknightVader999 I think you give Tarkin more credit than he is due, lol. In Rogue One, he pushed Krennic under the bus without a second thought. And though he wouldn't openly sabotage Hemlock, he would certainly think that Hemlock's close relationship with the Emperor undermines his own. Yes, Tarkin's tactics killed Tech, but that's only because he relies on both brute and overwhelming force above all. The Partisans, who planted and activated the bombs, got away clean. Hemlock's loss of control for Tantiss came from the inside, after all. Tarkin's only ever relied on brute force. that's not much help when dealing with science.
