It's funny how we think of the cops as bad people. In truth, Edgar Ross was a great cop. He managed to put enough pressure on the gang to make Dutch mess up, eventually leading to the gang breaking up. He knew they're strong together, so he found a way to divide them. Exactly like Dutch said, alone they would be hunted. And they were. He eventually got to Marston as well after he let revenge get the better of him, took his family (it was still the old WEST, cops gonna play a bit dirty too) and made him go after the remaining gang members, and eventually got rid of John too. He really brought the gang down. And don't forget, Arthur, John, Dutch, all of them... They were outlaws, and they needed to be stopped. And he stopped them.
