I didn't. Devil jin was way too strong before and is still a good character. He felt like a boss character before when he was in heat

His Heat Smash was indeed rightfully nerfed, but the character overall wasn't bullshit broken, still took effort to do well with him. Besides, I wouldn't worry for either Momo or Qudans. Those guys are character loyalist, even if DVJ was bottom 5 they would still use him.
