Why in the trunks section did you not go into VoIP trunks (as weird as they are to wrap ones head around)? Our old NEC Ranger DK616 had an inbuilt battery backup (think it was a 12v 7.2ah SLA but too long ago so can't be certain. Toshiba doesn't seem common around here but that toshi looked good and flexible. Our government departments here use a PBX style system hosted by Telstra (infrastructure provider). Whether it is the same as you described or not I'm not sure but they all have different numberings (normal number is like 6550/6551/6552 etc and they have 6591, 6592 etc. They use standard touchtone phones like the basic rentals that Telstra supply for their handsets. Where might I find more about Earlinger's Theorem? I'm coming up empty when I try Google.

en.wikipedia.org/wiki/Erlang_(unit). Erlanger's Theory was developed centuries ago to determine when a ship should start traveling up a river towards a dock. When all the docks are full of ships unloading the calculation would tell you when to send the next ship up the river for the next dock opening. In telecommunication this mathematical equation is used for determining how many incoming lines a PBX system needs. The idea is never to give a customer a busy signal but also never over design a large system. This mathematical equation is also used in automatic call distribution (ACD) AKA call centers. PBX systems are very pricey and over-trunking the system is very expensive and a waste of money. Today there is special software for the purpose.
