The South African Revenue Service (SARS) has introduced new tax regulations to level the playing field for local retailers, effective July 1, 2024. The changes aim to close a tax loophole exploited by international e-commerce sites like Temu and Shein, which previously avoided higher taxes by breaking up large orders into smaller packages. The new regulations standardize import duties for clothing items, resulting in higher prices for consumers but a more equitable competitive environment for local retailers. This move is welcomed by local retailers, who believe it will support local production and jobs, and is part of the government's commitment to confronting online retail platforms that undermine locally-produced goods.

Consumers with a regular income often find places like Foschini, Edgars, and Woolworths too expensive. Shein offers good quality at more affordable prices.

Is this tax structure only applies to clothing. How about electronics products that are not available in south africa. Yes I do believe all taxes should be be paid. However corruption here in SA prompts one to be reluctant about paying taxes 😢😢😮

How about local retailers allow for an equal playing field by not charging a 400% markup. SA consumers are being taken for an absolute p03s.

I’d love to know how they’re going to get it right separating items such as clothing, from other items that may be in the same bag. What we are also going to see is a whole bunch of smaller shops and retailers closing down that would make a living from buying these clothes at good prices and selling them at a profit.

As I understand they are not going to split them. Any parcel containing clothing will be treated as a unit and charged the full parcel value.

I thought that it is just for under but then we were charge at 45% and 15% as always? I don't get it. Ok my last parcel was more then R3000 worth of clothes all types of size (I order for my group) then I paid R1100 and there was also other items inside was that correct?

The bottom line is that large retailers have been enjoying 400% plus markups on their clothing for years. South Africans have finally found a reprieve through online retailers and SARS has seen an opportunity for easy money. This has 0 to do with a level playing field. Follow the money.

I honestly give up on this country's government, seriously what's next... We can barely afford anything in South Africa with it's high price rates, is there any way we can avoid this? suggestions????

It seems some customs officials do not understand this and use and outdated calculation to your advantage, but this is random.

Sign the petition on change.org. This country already sucks, the local clothing retailers clothes suck, the food prices suck, rent sucks, everything sucks 😭

South African unions make it difficult to produce anything at a profit. Unruly labour and a government who is unfriendly to business further complicates things. Now add things like BBBEE and load shedding... Just let people buy things without having to feed the Cadres. Charge VAT and leave it at that. These suppliers/distributers are used mostly by the poor and lower middle class. The rich can continue buying their Gucci unhindered and pay 100x the items cost price.

This is not a good thing. Truth is South Africans pay a lot more for what is considered inexpensive items. This essentially made sure there can't be competition. Without competition we can expect prices to go up and not down.

R450 import duty and then another 15% for VAT. Total will be R1667.50

I’m sure many would agree with me on the fact that as South Africans we are not intentionally buying from international stores out of spite but rather due to the fact that there are significantly more options and much cheaper. All this change has done is basically raised taxes for collection purposes, I don’t believe local retailers will benefit in the way they intend to because at the end of the day it boils down to supply and demand. If you simply cannot find it in SA you are forced to purchase the item internationally now at a higher price.

Other items under R500 stay on 20% flat rate and only switch to 40%+VAT when over R500.

Hi, I am a bit confused. Does the 45% import duty + 15% VAT apply to all orders regardless of their value OR it only applies to orders under R500? Also will it only affect orders made after 1 July 2024?

It is an amendment to existing regulations. According to the old regulations all parcels of any type with a value of over R500 is to be taxed 45% import duty + 15% VAT (or whatever the VAT rate currently is). Parcels under R500 only got a 20% import duty on the value and no VAT. Importers (suppliers such as Temu and SHEIN) abused this system by undervaluing parcels to get away with the cost of import for the customers (you). The new regulations (amendment) now excludes clothing to from the R500 limit meaning all clothing is now 45% import duty + 15% VAT but other types of parcels still carry on with old rule. If a parcel contains mixed items (some clothing and some electronics), entire parcel may be subject to new regulation.

On all orders, irrespective of type, import is 45%+15% VAT. They are calculated individually as VAT is calculated on the total value. This is because 45+15 (50) on a R1000 parcel would be R1600, but on a separated charge as per regulation it is first R1000+R450=R1450 and then 15% VAT on R1450 which is R217.50 for total of 1667.50

Just to be on the clear side. The 45% + vat applies to clothes or ?. If I buy gadgets only like headphones, phones cases, LED lights etc. Will I still pay the 45% +vat?

Only if the total package value exceeds R500. Note that sometimes you can be lucky and the parcel is cleared by an uninformed or inept customs official and you may pay less, but this is luck and has nothing to do with any process.

@@RiaanRoux Good day. I'm still puzzled.I was under the impression orders below R500 also got taxed 45%+15%. I mostly purchase non clothing items valued over R1000 but that was before July which was my last online order. There's still some confusion amongst customers whether the new law only applies to orders below R500 & if only applies to clothing items. I was actually hoping someone in the comment section who perhaps did a recent purchase could actually give insight.

@@meninpapin it is not a new law, 45% import +15%VAT has always applied to all parcels over R500. SARS now changed it slightly to include all clothing parcels or any parcel including a clothing item. If you are charged less it is because you are lucky to get a badly trained customs official.

@@RiaanRoux Well it's new regarding Temu & Shein for imports under R500 & I've just did a recent google search & it specifically states 45%+15% will apply to imports under R500 after 1July. My previous order was R2300 & only paid R439 in custom fees before July. Whether is was down to incompetence or not my previous orders over R1000 also fell under a cheap import bracket

Can someone make this clear, my shein order is R1350. So how much will i pay for customs?😭how do we calculate the whole thing

You first add 45% customs duty so that would be R1350 + R607.50 = R1957.50 and then add 15% VAT so R1957.50 + R293.63 = R2251.13 If you are lucky your parcel gets to a customs official too lazy to do these calculations and you my pay less.

Ek wil net se. Ons as arm mense het dit nou so baie geniet om te koop. Ek kon mooi klere koop en onderklere maar waar gaan ek nou onderklere wat ek nie hier kry nie koop? Ek sal nie my voete in 'n PeP sit nie ek kani eers bekostig om in Focini in te gaan nie. PeP vra net so baie en Temu het goeie afslag ware op hulle klere Shein ook! Die ANC moet ophou steel dan sal die ekonomie op gaan en nie by die arm mense steel nie! Maar almal het gesê dat dit net klein pakkies gaan wees wat tax en vat gaan betaal?
